It is hereby found\nand declared that the public welfare requires control and regulation of the operati on of\nrefrigerated lockers and of the sale, handling and processing of articles of human food in\nconnection therewith, and the control, inspection and regulation of persons engaged\ntherein, in order to prevent or eliminate unsanitary, unhealthful, fraudule nt, and unfair or\nuneconomic practices and conditions in connection with the refrigerated locker business,\nwhich practices and conditions endanger public health, defraud customers, jeopardize the\npublic source of supply and storage facilities of essential food products, and adversely\naffect an important and growing industry.
