{"data":{"id":"us-ky/krs-222.480","jurisdiction":"us-ky","citation":"KRS 222.480","heading":"Advisory Council for Recovery Ready Communities -- Members -- Duties -","body":"- Justice and Public Safety Cabinet, contractual powers -- Cabinet and\nAdvisory Council, authority to promulgate administrative regulations.\n(1) The Advisory Council for Recovery Ready Communities is hereby created and shall\nbe attached to the Office of Drug Control Policy within the Justice and Public\nSafety Cabinet for administrative purposes.\n(2) The Advisory Council for Recovery Ready Communities shall consist of the\nfollowing members:\n(a) One (1) representative from a list of three (3) names submitted by the\nKentucky League of Cities, appointed by the Governor;\n(b) One (1) representative from a list of three (3) names submitted by the\nKentucky Association of Counties, appointed by the Governor;\n(c) One (1) representative from a list of three (3) names submitted by the\nKentucky Chamber of Commerce, appointed by the Governor;\n(d) One (1) representative from a list of three (3) names submitted by the\nRecovery Consortium of Kentucky, appointed by the Governor;\n(e) One (1) representative from a list of three (3) names submitted by the\nKentucky School Boards Association, appointed by the Governor;\n(f) One (1) representative that represents the leadership of active law enforcement\nofficers in Kentucky, appointed by the Governor;\n(g) One (1) representative that is a practicing physician with an active license in\nKentucky representing the medical profession, appointed by the Governor;\n(h) One (1) representative from the Kentucky Pharmacists Association, appointed\nby the governor;\n(i) One (1) representative from a family advocate organization who shall have\nexperience in substance use recovery disorders, appointed by the Governor;\n(j) One (1) representative from a faith community organization who shall have\nexperience in substance use recovery disorders, appointed by the Governor.\n(k) Two (2) individuals in recovery from a substance use disorder, one (1) of\nwhom has served time in jail or prison due to a substance use disorder,\nappointed by the Governor;\n(l) The Chief Justice of the Supreme Court, or his or her designee;\n(m) The Attorney General, or his or her designee;\n(n) The commissioner of the Department for Public Health, or his or her designee;\n(o) The commissioner of the Department for Behavioral Health, Developmental\nand Intellectual Disabilities, or his or her designee;\n(p) The commissioner of the Department of Corrections, or his or her designee;\n(q) The commissioner of the Department of Workforc e Development, or his or\nher designee;\n(r) The public advocate, or his or her designee;\n(s) The President of the Senate, or his or her designee;\n(t) The Speaker of the House, or his or her designee; and\n(u) One (1) representative from the Kentucky Associat ion of Regional Programs,\nappointed by the Governor.\nThe Governor shall designate a chairperson.\n(3) Appointed members of the Advisory Council for Recovery Ready Communities\nshall serve without compensation, but shall be reimbursed for actual expenses\nincurred in the performance of duties in accordance with KRS 45.101 and\nadministrative regulations promulgated thereunder.\n(4) The Governor shall appoint advisory council members who reflect, inasmuch as\npossible, the political, geographic, gender, age, and racial diversity of the population\nof the Commonwealth.\n(5) The Advisory Council for Recovery Ready Communities shall:\n(a) Establish a Kentucky Recovery Ready Community Certification Program for\ncities and counties. The purpose of the certification program is to provide a\nquality measure of a city's or county's substance use disorder recovery\nprograms and to assure citizens and businesses that a city or county is\ncommitted to ensuring the availability of high quality recovery programs in its\ncommunity that can help lead to a highly skilled community workforce;\n(b) Establish guidelines, protocols, standards, and an application and approval\nprocess for cities and counties related to the Kentucky Recovery Ready\nCommunity Certification Program;\n(c) Ensure that th e certification process evaluates a city's or county's availability\nof high quality substance use treatment programs in their communities for\npersons in active, post, and recovered addiction status;\n(d) Request and utilize federal, state, and private funds , including funds from\nphilanthropic sources;\n(e) Improve procedures for ensuring accountability and measuring success of\nrecovery programs that receive state, federal, and philanthropic funds; and\n(f) Other duties and responsibilities as designated by the Governor.\n(6) The Justice and Public Safety Cabinet may contract with any public or private\nagency or any individual for research, the gathering of information, the printing and\npublication of reports, consulting, or for any other purpose necessary to dis charge\nthe duties of the advisory council.\n(7) The Justice and Public Safety Cabinet, in collaboration with the Advisory Council\nfor Recovery Ready Communities created under subsection (1) of this section, may\npromulgate administrative regulations pursuant  to KRS Chapter 13A to carry out\nthis section.","path":["KRS Chapter 222"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=53072","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:34Z","sha256":"0fe8c47eab3050c6833809519c42366b822faeec787968b7ab1802702a3aa57d","source_id":"us-ky","stale":false,"prev":"us-ky/krs-222.475","next":"us-ky/krs-222.500"},"notice":"GroundRules: Original legal text.
