All registration\ncertificates issued under the provisions of this chapter shall expire on June 30 followi ng\nthe date of issue, unless renewed by the payment of an annual renewal fee established by\nadministrative regulation promulgated by the cabinet pursuant to KRS Chapter 13A. All\nfees collected under the provisions of this chapter shall be paid into the Sta te Treasury\nand credited to a trust and agency fund to be used by the cabinet in carrying out the\nprovisions of this chapter.
