The\ntechnical assistance shall include, but not be limited to, availability of on -site\nanalysis of chemicals and containe rs, availability of regulated transporters and\nrecycling or disposal facilities, and methods of increasing public participation.\n(2) The cabinet shall implement a program to provide technical assistance to local\ngovernments wishing to establish household h azardous waste educational or\ncollection programs.
