{"data":{"id":"us-ky/krs-224.20-125","jurisdiction":"us-ky","citation":"KRS 224.20-125","heading":"Prohibition against promulgating administrative regulations or","body":"imposing permit conditions based on Kyoto Protocol without state or federal\nlegislation.\n(1) The cabinet shall not promulgate administrative regulations or impose permit\nconditions on t he emission of carbon dioxide, methane, nitrous oxide,\nhydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride pursuant to the Kyoto\nProtocol for the purpose of reducing global warming until authorized by the General\nAssembly or by federal statute. Th e cabinet may promulgate administrative\nregulations or impose permit conditions on the emission of carbon dioxide,\nmethane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur\nhexafluoride for any other reason authorized by this chapter or requi red under\nfederal statute or administrative regulation as long as the administrative regulations\nor permit conditions are not promulgated or imposed pursuant to the Kyoto\nProtocol.\n(2) Nothing in this section shall be construed to limit or to impede state,  local, or\nprivate participation in voluntary initiatives to reduce emissions of greenhouse\ngases, such as the United States Environmental Protection Agency's Green Lights\nprogram and the United States Department of Energy's climate change program.","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=10353","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:39Z","sha256":"54b29bcaa2cdfcc109de2fd664e27471eadc117a5327214677b57911508049a2","source_id":"us-ky","stale":false,"prev":"us-ky/krs-224.20-120","next":"us-ky/krs-224.20-130"},"notice":"GroundRules: Original legal text.
