The entire area within the area development district\nshall be included in one (1) or more water management areas. The area development\ndistrict may determine the boundaries of water management areas by considering\ngeographical or topographical conditions and the potential integration of existing water\nsystems. Where water management areas may lie within more than one (1) area\ndevelopment district, the area development districts shall share planning and plan\nimplementation responsibilities.
