The purpose of the ac count shall be to enhance the\neffectiveness, reliability, and resilience of the state's water and wastewater systems, and\nwhere inefficiencies exist, to eliminate structural and administrative duplication of\ninfrastructure and service delivery systems, by using a variety of tools, including but not\nlimited to regionalization, merger, and consolidation.
