{"data":{"id":"us-ky/krs-230.240","jurisdiction":"us-ky","citation":"KRS 230.240","heading":"Additional employees for regulation of race meetings and sports wagering","body":"-- Duties, qualifications, and training -- Compensation.\n(1) (a) The president of the corporation may employ, dismiss, or take other personnel\naction and determine  the reasonable compensation of stewards, veterinarians,\ninspectors, and persons not otherwise identified in KRS Chapter 230 or 238\ndeemed by the president to be essential at or in connection with any horse race\nmeeting and in the best interest of racing.\n(b) Three (3) Thoroughbred stewards shall be employed at each Thoroughbred\nrace meeting as follows:\n1. Two (2) stewards shall be employed and compensated by the\nCommonwealth, subject to reimbursement by the racing associations\npursuant to subsection (3) of this section; and\n2. One (1) Thoroughbred steward shall be employed and compensated by\nthe racing association hosting the race meeting.\n(c) Three (3) standardbred judges shall be employed at each standardbred race\nmeeting as follows:\n1. Two (2) standardbred judges shall be employed and compensated by the\nCommonwealth, subject to reimbursement by the racing associations\npursuant to subsection (3) of this section; and\n2. One (1) standardbred judge shall be employed and compensated by the\nracing association hosting the race meeting.\n(d) The corporation, for the purpose of maintaining integrity and honesty in\nracing, may prescribe by administrative regulation the powers and duties of\nthe persons employed under this section and qualifications necessary to\ncompetently perform their duties. In addition, the corporation shall be\nresponsible for seeing that racing officials employed under the provisions of\nthis section have adequate training to perform their duties in a competent\nmanner.\n(2) (a) The corporation may promulgate administrative regulations for effectively\npreventing the use of improper devices at race meetings or in the conduct of\nsports wagering, and restricting or prohibiting the use and administration of\ndrugs or stimulants or othe r improper acts to horses prior to the horse\nparticipating in a race.\n(b) The corporation may acquire, operate, and maintain, or contract for the\nmaintenance and operation of, a testing laboratory and related facilities, for\nthe purpose of saliva, urine, o r other tests, and to purchase supplies and\nequipment for and in connection with the laboratory or testing processes.\n(c) The expense of the laboratory or other testing processes, whether furnished by\ncontract or otherwise, together with all supplies and e quipment used in\nconnection therewith, shall be paid by the various associations licensed under\nthis chapter in the manner and in proportions as the corporation may by\nadministrative regulation provide.\n(3) (a) The expenses of the corporation and the compe nsation of all employees\nreferred to in this section shall be paid by the licensee conducting a horse race\nmeeting or pari -mutuel wagering on live or historic horse racing, provided\nthat the expenses of the corporation and the compensation of employees under\nthis section related to administering the system of sports wagering shall be\npaid by the sports wagering administration fund established in KRS 230.817.\n(b) Except for the Thoroughbred steward and the standardbred judge authorized\nin subsection (1) of this section, the employees referred to in this section shall\nbe paid by the licensee or association.\n(4) Each person, as a condition precedent to the privilege of receiving a license under\nthis chapter to conduct a horse race meeting, shall be deemed to ha ve agreed to pay\nexpenses and compensation as provided in this section and as may be actually and\nreasonably incurred.","path":["KRS Chapter 230"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56619","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:46Z","sha256":"b4d48fe43975dfc0493de2f38d07e43f8cddca21ef80a0ba4948d99632e2d808","source_id":"us-ky","stale":false,"prev":"us-ky/krs-230.234","next":"us-ky/krs-230.250"},"notice":"GroundRules: Original legal text.
