If the claimant establishes his or her\nclaim, the corporation shall, when the time for appeal or other legal procedure has\nexpired, authorize payment to the claimant of a sum equal to the amount of his claim paid\nto the corporation in accordance with KRS 230.361 to 230.373. The decision shall b e in\nwriting and shall state the substance of the evidence heard by the corporation, if a\ntranscript is not kept.
