The  department consists of the commissioner of alcoholic\nbeverage control and the Alcoholic Beverage Control Board. The commissioner shall\nhead  the department, shall be its executive officer, and shall have charge of the\nadministration of the department and perform all functions of the department not\nspecifically assigned to the board.
