The city licenses shall\nbe issued and the fees collected by such municipal official as may be designat ed by\nordinance. That official shall report and pay to the city treasurer at the end of each month\nsuch license fees as he has collected. No license shall be issued by the clerk without the\napproval of the city administrator, if there is one in the city.
