{"data":{"id":"us-ky/krs-246.250","jurisdiction":"us-ky","citation":"KRS 246.250","heading":"State aid for promotion of purebred cattle industry -- Administrative","body":"regulations.\n(1) As used in this section, unless the context otherwise requires:\n(a) \"Department\" means the Department of Agriculture;\n(b) \"Commissioner\" means the Commissioner of Agriculture;\n(c) \"Registered cattle\" means cattle with approved registration papers from an\nappropriate association, organization, or authority;\n(d) \"Pen sale cattle\" means uniform groups of commercial or registered beef\ncattle;\n(e) \"Market animals\" means beef prospect steers and market heifers; and\n(f) \"AOB\" means all other breeds. AOB is any combination of two (2) or more\nregistered breeds. Both beef and dairy cattle may have an AOB category.\n(2) The department shall support the development and the improve ment of the cattle\nindustry in Kentucky by promoting annual shows and sales of cattle with the\npurpose of establishing Kentucky as one of the greatest centers in the United States\nfor the breeding, producing, raising, exhibiting, showing, and selling of ca ttle. The\nGeneral Assembly shall make appropriations from the general expenditure fund for\neach fiscal year to effectuate that purpose.\n(3) Except as provided in subsection (4) of this section, from the appropriations made\nin accordance with subsection (2)  of this section, at least six thousand dollars\n($6,000) shall be appropriated in each fiscal year for premiums and advertising\nexpenditures for each of the following registered cattle breeds and other categories:\n(a) Angus;\n(b) Beefalo;\n(c) Charolais;\n(d) Chi;\n(e) Hereford;\n(f) Limousin;\n(g) Market animals;\n(h) Maine;\n(i) Pen sale cattle;\n(j) Red Angus;\n(k) Red Poll;\n(l) Salers;\n(m) Santa Gertrudis;\n(n) Shorthorn;\n(o) Simmental;\n(p) Ayrshire;\n(q) Brown Swiss;\n(r) Guernsey;\n(s) Holstein;\n(t) Milking Shorthorn; and\n(u) Jersey.\n(4) If a registered breed from subsection (3) of this section does not have enough entries\nto meet the minimum number required for a show, then it may combine with one (1)\nor more other registered breeds to form an AOB category. The AOB shall be funded\nin an amount equal to six thousand dollars ($6,000) from the allocations provided to\nthe registered breeds that created the AOB. The funding shall be proportionately\nbased on the number of entries per breed.\n(5) The remainder of the appropriations made in accordance with subsection (2) of this\nsection for each fiscal year shall be used and applied by the department as follows:\nAt least five thousand dollars ($5,000) shall be divided between the Kentucky\nNational Dairy Shows a nd Sales Board and the Kentucky Beef Expo Board to help\ncover facility and event costs; and the remaining balance shall be used and applied\nby the department in advertising and in promoting the cattle industry in Kentucky as\nthe Commissioner may determine.\n(6) (a) Only exhibitors participating in the Kentucky National Dairy Shows and Sales\nor the Kentucky Beef Expo are eligible for the funds appropriated in\nsubsection (3) or (4) of this section;\n(b) Only eligible cattle from the United States and Canada may  participate in the\nKentucky National Dairy Shows and Sales or the Kentucky Beef Expo;\n(c) When animals of equal quality are consigned, first consideration shall be\ngiven to Kentucky-owned or Kentucky-bred cattle; and\n(d) In order to receive funding under subsection (3) or (4) of this section, each\nbreed or category shall be required to match its appropriation on a dollar -for-\ndollar basis.\n(7) The department shall promulgate administrative regulations in accordance with\nKRS Chapter 13A to carry out the provisions of this section.","path":["KRS Chapter 246"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=11539","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:56Z","sha256":"edcc725364894a5c97be51e6f74fa1c65989e7171912a03a7fd6f78211a70862","source_id":"us-ky","stale":false,"prev":"us-ky/krs-246.247","next":"us-ky/krs-246.260"},"notice":"GroundRules: Original legal text.
