{"data":{"id":"us-ky/krs-247.100","jurisdiction":"us-ky","citation":"KRS 247.100","heading":"Definition -- Corporate powers  of State Fair Board -- Minutes and","body":"records of meetings -- Legislative intent -- Transfer of records, files, and\ndocuments  to board.\n(1) As  used in this section, \"solely for administrative purposes\" means  those\nlimited functions and purposes expressly requested by the State Fair Board to\nbe performed by the Tourism, Arts and Heritage Cabinet. The State Fair Board\nshall have sole discretion as to which functions shall be deemed  necessary for\nthe efficient operation of the State Fair Board and the properties in its custody\nand control.\n(2) The State Fair Board shall be a body corporate with full corporate powers. The\nGeneral Assembly hereby recognizes and reaffirms that the operations of the\nState Fair Board and the operation of its facilities are unique activities for state\ngovernment and that an independent corporate structure is best to enable the\nState Fair Board to be managed  in an entrepreneurial and business-like\nmanner.  The State Fair Board shall be an independent, de jure municipal\ncorporation and political subdivision of the Commonwealth  of Kentucky, which\nshall be a public body corporate and politic. The State Fair Board shall be\ndeemed  a public agency within the meaning of KRS  61.805 and 61.870. The\nState Fair Board shall be attached to the Tourism, Arts and Heritage Cabinet\nsolely for administrative purposes.\n(3) Full minutes and records shall be kept of all meetings of the board and all\nofficial actions of the board shall be recorded therein, and such minutes and\nrecords shall constitute public records and be available at all reasonable times\nfor public inspection.\n(4) It is the intent of the General Assembly that the State Fair Board shall be\naccountable to the Governor, the Commissioner of Agriculture, the General\nAssembly, and the people of the Commonwealth  through a system of audits,\nreports, and thorough financial disclosures.\n(5) On  March 29, 2021, any records, files, or documents associated with functions\npreviously performed by the Tourism, Arts and Heritage Cabinet, but for which\nit is no longer deemed responsible, shall be transferred to the State Fair Board.","path":["KRS Chapter 247"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=50764","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:52:56Z","sha256":"5c4219705ae2a94ccd1969ef1cfa6f86b6bedcb27e8849f44fd416d0d145ce84","source_id":"us-ky","stale":false,"prev":"us-ky/krs-247.090","next":"us-ky/krs-247.110"},"notice":"GroundRules: Original legal text.
