The\nreferendum date, area, hours, voting places, and rules and regulations with respect to the\nholding of the referendum shall be published by the Commissioner through the medium\nof the public press in the Commonwealth of Kentucky at least thirty (30) days before t he\nholding of the referendum, and direct written notice shall also be given to each county or\narea agricultural extension agent in any county covered by the referendum.
