All\nrecords and samples shall be accessible for inspection by the director during\ncustomary business hours.\n(2) Every person registered as a retail agricultural seed dealer, or noncertified custom\nseed conditioner shall keep and maintain records for a period o f two (2) years at the\nregistrant's address.
