{"data":{"id":"us-ky/krs-257.472","jurisdiction":"us-ky","citation":"KRS 257.472","heading":"Kentucky Equine Health and Welfare Council -- Duties -- Members --","body":"Meetings -- Construction of KRS 257.472 to 257.476.\n(1) The Kentucky Equine Health and Welfare Council is hereby established and shall\nbe attached to the Kentucky Department of Ag riculture for administrative purposes\nonly. The council shall:\n(a) Assist, advise, and consult with the commission created by KRS 257.192 on\nequine health and welfare issues;\n(b) Act to maintain the health, welfare, and safety of equines in the\nCommonwealth; and\n(c) Carry out the duties assigned to the council in KRS 257.474.\n(2) The council shall be composed of thirteen (13) voting members and two (2)\nnonvoting ex officio members as follows:\n(a) The Commissioner of Agriculture or his or her designee;\n(b) The state veterinarian or his or her designee;\n(c) One (1) representative of the University of Kentucky College of Agriculture\nEquine Initiative to be designated by the dean of the University of Kentucky\nCollege of Agriculture;\n(d) One (1) representative of  the University of Louisville Equine Industry\nProgram to be designated by the dean of the College of Business;\n(e) One (1) representative of equine education programs chosen by Morehead\nState University, Murray State University, or Western Kentucky Univers ity\non a rotating basis at the pleasure of the university to serve a one (1) year\nterm;\n(f) The executive director of the University of Kentucky Livestock Disease\nDiagnostic Center, or his or her designee, or the executive director of the\nMurray State University Breathitt Veterinary Center, or his or her designee,\nwho shall serve one (1) year terms on a rotating basis;\n(g) One (1) representative of the Kentucky Farm Bureau Federation with an\ninterest in equine issues;\n(h) One (1) veterinarian representing the Kentucky Equine Health and Welfare\nAlliance Inc.;\n(i) One (1) member representing the Kentucky Veterinary Medical Association;\n(j) One (1) member to be appointed by the Governor from a list of three (3)\nnominees submitted by the Kentucky Horse Council;\n(k) One (1) member representing organized horse rescue entities to be selected by\nthe Govern or from a listing of those who apply for membership on the\ncouncil;\n(l) Two (2) members at large who live in diverse regions of the state to be\nappointed by the Governor. Each member at large shall primarily represent\none (1) of the following:\n1. Equine breeders and owners; and\n2. Agricultural interests;\n(m) The chair of the Senate Standing Committee on Agriculture, who shall serve\nas a nonvoting ex officio member; and\n(n) The chair of the House Standing Committee on Agriculture and Small\nBusiness, who shall serve as a nonvoting ex officio member.\n(3) Initial terms of members serving under subsection (2)(c), (d), and (g) to (l) of this\nsection shall be staggered by the Governor. Thereafter, terms shall be for four (4)\nyears or until their successors are duly  appointed and qualified. Vacancies on the\ncouncil shall be filled for the remainder of the unexpired term in the same manner\nas the original appointment.\n(4) Consideration shall be given to racial and gender equity in the appointment of\ncouncil members.\n(5) The council shall elect one (1) of its members to serve as chair for a term of two (2)\nyears.\n(6) The council shall meet quarterly or upon the call of the chair. The first meeting of\nthe council shall occur at the beginning of the quarter following appointments to the\ncouncil.\n(7) A quorum of the council shall consist of seven (7) voting members. A majority of\nthe voting members present may act upon matters before the council.\n(8) Members of the council shall serve without compensation.\n(9) Nothing in KR S 257.472 to 257.476 shall be construed to infringe upon the\nregulatory authority of:\n(a) The Kentucky Horse Racing and Gaming Corporation to inspect, investigate,\nand supervise horses and other participants in horse racing and breeders\nincentive funds as provided by KRS Chapter 230, administrative regulations\npromulgated under KRS Chapter 230, or any other law applicable to the\nregulation of horse racing in the Commonwealth;\n(b) The Kentucky Board of Veterinary Examiners to license and certify\nveterinarians as provided by KRS Chapter 321, administrative regulations\npromulgated under KRS Chapter 321, or any other law applicable to the\nregulation of veterinarians in the Commonwealth; or\n(c) The Kentucky Livestock Care Standards Commission to make\nrecommendations to the Board of Agriculture to establish, maintain, or revise\nstandards governing the care and well -being of on-farm livestock and poultry,\nor any other authority of the commission authorized under this chapter.","path":["KRS Chapter 257"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=54743","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:53:06Z","sha256":"609d16ca7b2e9f4bb6942c6478e436b1199539ad600d159be5f2a81ed412af35","source_id":"us-ky","stale":false,"prev":"us-ky/krs-257.470","next":"us-ky/krs-257.474"},"notice":"GroundRules: Original legal text.
