The plans shall specify in\nsuch detail as may be possible, the acts, procedures, performances and avoid ances which\nare necessary or desirable for the effectuation of the plans, including the specification of\nengineering operations, methods of cultivation, the growing of vegetation, cropping\nprograms, tillage practices and changes in use of land.
