Watershed Conservancy District\"\n\"Against the creation of ........ Watershed Conservancy District\"\nThe voters shall be instructed to vote \"yes\" on one or the other of the propositions, as the\nvoter may favor or oppose creation of the district. The boundaries of the proposed district\nas determined by the board of supervisors shall be set forth. Only owners of lands lying\nwithin the boundaries of the territory shall be eligible to vote in the referendum.
