The president shall call a\nmeeting upon the written request of two (2) or more directors. The board shall have\nan office at the county seat, which shall be provided with all necessary furniture,\nstationery and records. The board shall keep complete records of its proceedings,\nwhich shall be at all times open to the inspection of the public.\n(2) By April 1 of each year the board shall make a complete report of its acts during the\nprevious year, showing the a mount of money received and from what source, and\nthe amount paid out and for what purpose. The report shall be spread upon its\nrecords and be open for public inspection.
