He shall be subject to the orders of the board, and shall look after\nall improvements under charge of the board and keep them clean, open and in goo d\ncondition. The superintendent shall furnish bond for the faithful performance of his\nduties, to be approved by the board and to be in such penal sum as the board prescribes,\nin favor of the board and for the benefit of any party in interest. If no superi ntendent is\nappointed, his work may be done by the chief engineer or some other employee\ndesignated by the board. The superintendent, with the approval of the board, may employ\nany assistance necessary to the performance of his duties. All expenses incurre d shall be\nreported by the superintendent to the board, showing the improvement upon which the\nwork was done or expense incurred.
