He shall look after and keep clean, open and in good\ncondition all public drains and other improvements under the charge of the board. The\nsuperintendent shall furnish bond to be approved by and in favor of the board, for the\nbenefit of any party in interest. If no superintendent is appointed, the work provided for in\nthis section may be done by the chief engineer, or other employees as t he board may\ndirect. The superintendent, with the approval of the board, may employ any help\nnecessary to the performance of his duties.
