{"data":{"id":"us-ky/krs-273.441","jurisdiction":"us-ky","citation":"KRS 273.441","heading":"Duties of community action agency.","body":"(1) Each community action agency shall:\n(a) Plan systematically for an effective community action program, develop\ninformation as to the problems and causes of poverty in the community;\ndetermine how much and how effectively assistance is being provided to deal\nwith those problems and causes; an d establish priorities among projects,\nactivities, and areas as needed for the best and most efficient use of resources;\n(b) Provide planning or technical assistance to agencies; and generally, in\ncooperation with community agencies and officials, undertak e actions to\nimprove existing efforts to reduce poverty, such as improving day -to-day\ncommunications, closing service gaps, focusing resources on the most needy,\nand providing additional opportunities to low -income individuals for regular\nemployment or par ticipation in the programs or activities for which those\ncommunity agencies and officials are responsible;\n(c) Initiate and sponsor projects responsive to needs of the poor which are not\notherwise being met, with particular emphasis on providing central or\ncommon services that can be drawn upon by a variety of related programs,\ndeveloping new approaches or new types of services that can be incorporated\ninto other programs, and filling gaps pending the expansion or modification of\nthose programs;\n(d) Establish effective procedures by which the poor and area residents concerned\nwill be enabled to influence the character of programs affecting their interests,\nprovide for their regular participation in the implementation of those\nprograms, and provide technical and other support needed to enable the poor\nand neighborhood groups to secure on their own behalf available assistance\nfrom public and private sources;\n(e) Join with and encourage business, labor and other private groups and\norganizations to undertake, tog ether with public officials and agencies,\nactivities in support of the community action program which will result in the\nadditional use of private resources and capabilities, with a view to developing\nnew employment opportunities, stimulating investment th at will have a\nmeasurable impact on reducing poverty among residents of areas of\nconcentrated poverty, and providing methods by which residents of those\nareas can work with private groups, firms, and institutions in seeking solutions\nto problems of common concern.\n(2) If a community action agency places responsibility for the character, funding,\nextent, administration of, or budgeting for programs of the agency with another\nagency or organization, public or private, it shall do so by contract.
