{"data":{"id":"us-ky/krs-273.448","jurisdiction":"us-ky","citation":"KRS 273.448","heading":"Powers and duties of state administering agency.","body":"(1) The responsibilities and powers of the state administering agency shall be:\n(a) To establish standards in accordance with applicable state and federal laws\nand regulations by which administrative, fiscal and programmatic\neffectiveness of the federal act in the Commonwealth shall be measured.\n(b) To monitor and evaluate community action agencies' compliance with:\n1. The standards provided under subsection (1)(a) of this section and as set\nforth in administrative regulations by the state administering agency;\n2. The provisions of KRS 273.405 to 273.451; and\n3. The provisions of the federal act.\n(c) To receive and review annual independent audits of all funds received by\ncommunity action agencies.\n(d) To direct community action agencies to submit such reports, records or other\ninformation necessary to determine community action agencies'\nadministrative, fiscal, and programmatic effectiveness in their use of funds\nmade available under the federal act.\n(e) To provide for training and technical assistance to the co mmunity action\nagencies.\n(f) To serve as liaison between community action agencies and other state and\nfederal agencies for the purposes of:\n1. Increasing the awareness of state and federal agencies toward the needs\nof low-income persons;\n2. Providing info rmation regarding capabilities of community action\nagencies;\n3. Mobilizing resources for utilization by community action agencies;\n4. Promoting the services and activities of community action agencies; and\n5. Developing, promoting, or otherwise encouraging means for private\nsector involvement in the services and activities of community action\nagencies.\n(g) To develop annually a plan describing the intended use and distribution of the\ncommunity services block gr ant under the federal act based on the provisions\nof KRS 273.446(1), (2), (3) and (4).  The plan shall include a provision for the\nadministrative costs of the community action agencies.\n(h) To provide the Commission and the designated review body all mater ials,\ninformation, reports and documents as provided by KRS 45.351 and 45.357.\n(2) The state administering agency's administrative costs for administering the federal\nact shall not exceed the limit contained in the federal act and except as otherwise\nprovided under KRS 45.353.","path":["KRS Chapter 273"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=13747","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:53:25Z","sha256":"ff2f7b2fef67662880dadfefbfbc9f8ab01e513adcbf6f0ed7a2660016dab84b","source_id":"us-ky","stale":false,"prev":"us-ky/krs-273.446","next":"us-ky/krs-273.450"},"notice":"GroundRules: Original legal text.
