{"data":{"id":"us-ky/krs-286.2-015","jurisdiction":"us-ky","citation":"KRS 286.2-015","heading":"Political subdivisions prohibited from enacting or enforcing legislation","body":"governing matters preempted by state or federal law -- Exception for civil\nrights.          (Effective until April 30, 2027)\n(1) Except as provided in KRS 41.470 to 41.476  and 41.480, and subsection (3) of this\nsection, all political subdivisions of the Commonwealth shall be prohibited from\nenacting and enforcing ordinances, resolutions, and regulations pertaining to the\nfinancial or lending activities of persons or entities that:\n(a) Are subject to:\n1. The jurisdiction of the department; or\n2. The provisions of this chapter;\n(b) Are subject to the jurisdiction or regulatory supervision of the Board of\nGovernors of the Federal Reserve System, the Office of the Comptroller of\nthe Currency, the National Credit Union Administration, the Farm Credit\nAdministration, the Federal Deposit Insurance Corporation, or the United\nStates Department of Housing and Urban Development; or\n(c) Originate, purchase, sell, assign, securitize, assi st, facilitate, or service\nproperty interests or obligations created by financial transactions or loans\nmade, executed, or originated by persons or entities referred to in paragraph\n(a) or (b) of this subsection.\n(2) The requirements of this section shall apply to all ordinances, resolutions, or\nregulations pertaining to financial or lending activities, including any ordinances,\nresolutions, or regulations that:\n(a) Limit or disqualify persons or entities from doing business with a political\nsubdivision based upon financial or lending activities; or\n(b) Impose additional reporting requi rements or other obligations on persons or\nentities referred to in subsection (1) of this section seeking to do business with\na political subdivision.\n(3) Nothing in this section shall be interpreted as preventing the enforcement of\nordinances, regulations , or resolutions of political subdivisions of the\nCommonwealth pertaining to civil rights.","path":[],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=55138","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:53:35Z","sha256":"a009eec80e7f2128f85f7f1dd6184a9a63e2c843d8fdbd929a6a72ebe1495eda","source_id":"us-ky","stale":false,"prev":"us-ky/krs-286.2-010","next":"us-ky/krs-286.2-020"},"notice":"GroundRules: Original legal text.
