The authority of the societies, and\nall societies hereafter licensed, may be renewed annually, but in all cases s hall terminate\non the succeeding April 30. However, a license so issued shall continue in full force and\neffect until the new license be issued or specifically refused. For each license or renewal,\nthe society shall, prior to May 1, pay to the commissioner  a fee as specified in Subtitle 4\nof this chapter.
