{"data":{"id":"us-ky/krs-311a.010","jurisdiction":"us-ky","citation":"KRS 311A.010","heading":"Definitions for chapter.","body":"As used in this chapter, unless the context otherwise requires:\n(1) \"Advanced emergency medical technician\" or \"AEMT\" means a person certified by\nthe board under this chapter as an advanced emergency medical technician;\n(2) \"Advanced practice paramedic\" or \"APP\" means a paramedic licensed by the board\nunder this chapter as a paramedic and certified by the board under this chapter in at\nleast one (1) emergency medical services subspecialty, including community\nparamedic, critical care paramedic, wilderness p aramedic, tactical paramedic, or\nflight paramedic;\n(3) \"Ambulance\" means a vehicle which has been inspected and approved by the board,\nincluding a helicopter or fixed-wing aircraft, except vehicles or aircraft operated by\nthe United States government, that are specially designed, constructed, or have been\nmodified or equipped with the intent of using the same, for the purpose of\ntransporting any individual who is sick, injured, or otherwise incapacitated who\nmay require immediate stabilization or continued medical response and intervention\nduring transit or upon arrival at the patient's destination to safeguard the patient's\nlife or physical well-being;\n(4) \"Ambulance provider\" or \"ambulance service\" means any individual or private or\npublic organization, ex cept the United States government, who is licensed by the\nboard to provide medical services that may include transport at either basic life\nsupport level or advanced life support level and who may have a vehicle or\nvehicles, including ground vehicles, heli copters, or fixed -wing aircraft, to provide\nsuch transportation;\n(5) \"Board\" means the Kentucky Board of Emergency Medical Services;\n(6) \"Community paramedic\" or \"CP\" means an advanced practice paramedic certified\nunder this chapter as a CP;\n(7) \"Emergency medical facility\" means a hospital or any other institution licensed by\nthe Cabinet for Health and Family Services that furnishes emergency medical\nservices;\n(8) \"Emergency medical responder\" or \"EMR\" means a person certified under this\nchapter as an EMR or EMR instructor;\n(9) \"Emergency medical services\" or \"EMS\" means the services utilized in providing\ncare for the perceived individual need for immediate medical care to protect against\nloss of life, or aggravation of physiological or psychological illness or injury;\n(10) \"Emergency medical services educator\" or \"EMS educator\" means a person who is\ncertified and licensed by the board under this chapter as a Level I, II, or III EMS\neducator to provide emergency medical services education and training with the\nscope of practice established by the board through administrative regulations;\n(11) \"Emergency Medical Services for Children Program\" or \"EMSC Program\" means\nthe program established under this chapter;\n(12) \"Emergency medical services medical director\" means a physician licensed in\nKentucky and certified by the board under this chapter who is employed by, under\ncontract to, or has volunteered to provide supervision for a paramedic or an\nambulance service, or both;\n(13) \"Emergency medical services personnel\" means:\n(a) Persons trained to pro vide emergency medical services and certified or\nlicensed by the board under this chapter as an AEMT, APP, EMR, EMR\ninstructor, EMT, EMT instructor, paramedic, or paramedic instructor; and\n(b) Authorized emergency medical services medical directors and mob ile\nintegrated healthcare program medical directors, whether on a paid or\nvolunteer basis;\n(14) \"Emergency medical services system\" means a coordinated system of health -care\ndelivery that responds to the needs of acutely sick and injured adults and childre n,\nand includes community education and prevention programs, mobile integrated\nhealthcare programs, centralized access and emergency medical dispatch,\ncommunications networks, trained emergency medical services personnel, medical\nfirst response, ground and  air ambulance services, trauma care systems, mass\ncasualty management, medical direction, and quality control and system evaluation\nprocedures;\n(15) \"Emergency medical services training and education institute\" means any\norganization licensed by the board  under this chapter whose sole program of\ninstruction is to provide an emergency medical services training program, other\nthan a licensed ambulance service which provides training, or in-service training in-\nhouse for its own employees or volunteers;\n(16) \"Emergency medical services training program\" means a program of instruction\nproviding training or education for initial certification, advanced certification, in -\nservice training, or continuing education of emergency medical services personnel,\nwhether through an emergency medical services training and education institute or\notherwise;\n(17) \"Emergency medical technician\" or \"EMT\" means a person certified under this\nchapter as an EMT or EMT instructor;\n(18) \"Executive director\" means the executive director o f the Kentucky Board of\nEmergency Medical Services;\n(19) \"Mobile integrated healthcare\" or \"MIH\" means a program licensed by the board\nunder this chapter to provide services including evaluation, advice, and medical\ncare for the purpose of preventing or im proving a particular medical condition\noutside of a hospital setting to eligible patients who do not require or request\nemergency medical transportation;\n(20) \"Mobile integrated healthcare program medical director\" or \"MIH program medical\ndirector\" means a  physician licensed in Kentucky and certified by the board under\nthis chapter who is employed by, under contract to, or has volunteered to provide\nsupervision for a licensed MIH program;\n(21) \"Paramedic\" means a person who is involved in the delivery of me dical services\nand is licensed under this chapter;\n(22) \"Paramedic preceptor\" means a licensed paramedic who supervises a paramedic\nstudent during the field portion of the student's training;\n(23) \"Prehospital care\" means the provision of emergency medical  services, mobile\nintegrated healthcare, or transportation by trained and certified or licensed\nemergency medical services personnel at the scene or while transporting sick or\ninjured persons to a hospital or other emergency medical facility;
