{"data":{"id":"us-ky/krs-311a.030","jurisdiction":"us-ky","citation":"KRS 311A.030","heading":"Administrative regulations relating to ambulance services, mobile","body":"integrated healthcare programs, first response providers, emergency medical\nservices training programs, and emergency medical services training and\neducation institutes -- Ground ambulance licensure standards -- Ambulance\nservice licensure application requirements -- Emergency medical services and\neducation institutes licensure standards.\n(1) The board shall promulgate administrative regulations in accordance with KRS\nChapter 13A to carry out the functions of this chapter, including but not limited to:\n(a) Classifying, licensing, inspecting, and regulating ambulance services, mobile\nintegrated healthcare programs, and medical first response providers;\n(b) Certifying an d recertifying EMS educators and emergency medical services\ntraining programs; and\n(c) Licensing, inspecting, and regulating emergency medical services training and\neducation institutes.\n(2) The licensure standards for ground ambulance providers shall dist inguish between\nan ambulance service that provides only emergency transportation, only scheduled\nambulance transportation, or both types of transportation.\n(3) (a) The board shall not require an ambulance service to apply for licensure within\na specified t ime period following the issuance of a certificate of need by the\nCabinet for Health and Family Services.\n(b) The board may promulgate an administrative regulation in accordance with\nKRS Chapter 13A to require an ambulance service to submit application\nprogress reports on a six (6) month or annual basis following the issuance of a\ncertificate of need by the Cabinet for Health and Family Services until the\nlicensure application is submitted.\n(c) An ambulance service that was issued a certificate of need on o r after July 14,\n2022, shall be eligible to apply for licensure from the board without obtaining\na new certificate of need from the Cabinet for Health and Family Services.\n(4) The licensure standards for emergency medical services training and education\ninstitutes shall:\n(a) Require reasonable measures to protect consumers against:\n1. Instances of insolvency or other inability to permit consumers to\ncomplete the required trainin g or education at the emergency medical\nservices training and education institute; and\n2. The loss of educational records upon the closure of an emergency\nmedical services training and education institute; and\n(b) Include measures and standards to ensure a ccountability of the emergency\nmedical services training and education institute to the board and to its\nconsumers.","path":["KRS Chapter 311A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57601","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:58:07Z","sha256":"1d2b45128a4e322a8fe1438a6dc3e9caa82d6a7c1df8c3c64da877f17045e481","source_id":"us-ky","stale":false,"prev":"us-ky/krs-311a.027","next":"us-ky/krs-311a.032"},"notice":"GroundRules: Original legal text.
