It is further declared to be a matter of public in terest and\nconcern that the practice of pharmacy, as defined in this chapter, should merit and receive\nthe confidence of the public, and only qualified persons shall be permitted to engage in\nthe practice of pharmacy and ensure the quality of drugs and rel ated devices distributed\nwithin the Commonwealth. This chapter shall be liberally construed to carry out these\nobjectives and purposes. The persons entrusted through this chapter to engage in the\npractice of pharmacy shall be pharmacists.
