The complaint shall state facts which, if true, would present a prima\nfacie case against the licensee.\n(2) The board shall send the answer form and a copy of the complaint to the licensee by\ncertified mail. The completed answer form shall be returned to the board within\ntwenty (20) days from the date of receipt.
