The review board\nshall be composed of five (5) m embers and shall have the powers and duties\nspecified under this chapter.\n(2) The review board shall consist of the commissioner of the Department for Natural\nResources or his or her designee within the department, the director of the Division\nof Mine Recl amation and Enforcement and the director of the Division of Oil and\nGas within the Department for Natural Resources, a representative of the oil and gas\nindustry, and a representative of the coal industry.
