In applying to the cabinet for the approval, he shall furnish the cabinet with\na revised copy of the map of the area on which his permit was based on which he shall\ndesignate other mining locations, the location of outside haulageways, and  other parts of\nthe area necessary to the conduct of other mining operations. The cabinet may authorize\nthe permittee to defer the reclamation of the area covered by the operations during such\ntime as other bona fide mining operations are carried out.
