The local installation management\nfund shall be receipts from the use of Department of Military Affairs facilities by\nmilitary and nonmilitary individuals and organizations.\n(2) The General Assembly further recognizes that some Department of Military Affairs\nfacilities are not staffed by state employees, but are staffed by members of the\nKentucky National Guard, who are on t he federal payroll.
