Such permit shall not be transferable, shall be val id\nonly within the territorial limits of the issuing county, and shall be valid only for a period\nof ninety (90) days. A permit so issued shall be valid for only one (1) person, unless such\nperson shall be a member of a partnership or employee of a firm or  corporation obtaining\nsuch permit. The permit shall at all times be conspicuously displayed at any place that the\ntransient merchant is transacting business. If the county clerk refuses to issue the permit,\nthe applicant may apply to the District Court fo r a hearing.
