The\ncounty clerk shall require prepayment of postage and a three dollar ($3) reimbursement\nfor delivery of said instruments at the time they are left for record in his offi ce. If the\ncounty clerk is unable to locate the parties entitled thereto, he shall retain the instruments\nfor at least one (1) year.
