{"data":{"id":"us-ky/krs-39c.040","jurisdiction":"us-ky","citation":"KRS 39C.040","heading":"Director's responsibility -- Advisory committee.","body":"(1) The Director of the Division of Emergency Management shall have overall\nresponsibility for policy, guidance, administration, and proper utilization of the\nsupplementary fund established in KRS 39C.010 and 39C.020.\n(2) The director shall serve as the princi pal liaison between the division and local\nofficials participating in programs affected by this fund.\n(3) The director shall appoint an advisory committee consisting of seven (7) members,\nincluding no more than four (4) employees of the staff of the divisi on, to assist in\nmaking initial funding allocations each fiscal year and in making quarterly\nadjustments, based upon program and financial reviews. The members of the\ncommittee shall serve at the pleasure of the director, but for no more than four (4)\nyears without reappointment, and shall serve without reimbursement, except when\nfunded through the emergency management assistance programs. The decisions of\nthe committees shall be advisory only and not binding upon the director.\n(4) The director, with the ad vice of the advisory committee, shall make determinations\nrelated to fund allocations.\n(5) Area managers of the division shall fully explain program opportunities and\nrequirements to local elected officials and local directors, review budget and\nprogram submissions, and make recommendations to the director.\n(6) Funds pursuant to KRS 39C.010 and 39C.020 shall be made available to not more\nthan one (1) local emergency management agency in any county on a\nreimbursement basis up to fifty percent (50%) of the to tal local funds expended in\nany given year by the local emergency management agency created pursuant to KRS\nChapters 39A to 39F.","path":["KRS Chapter 39C"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=21754","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:58Z","sha256":"040b46355f98ebb08ecb3485b706c8d810ce0235410285f74b6b01bd9d294c39","source_id":"us-ky","stale":false,"prev":"us-ky/krs-39c.030","next":"us-ky/krs-39c.050"},"notice":"GroundRules: Original legal text.
