{"data":{"id":"us-ky/krs-39c.060","jurisdiction":"us-ky","citation":"KRS 39C.060","heading":"Request for financial aid -- Review and evaluation criteria.","body":"(1) Local emergency management agencies requesting financial aid from the fund\ncreated pursuant to KRS 39C.010 and 39C.020, shall submit, not later than July 15\nof each year, a local \"Annual Program Paper\" application to the area manager of the\ndivision.\n(2) The area manager shall review the application and accompanying documents and\nforward them to the director of the division along with the area manager's\nassessments and recommendations, not later than August 15 of each year.\n(3) The director shall submit the  request for financial aid to the advisory committee for\nits review and recommendations. The advisory committee shall review the\napplication, accompanying documents, and the assessment and recommendation of\nthe area manager and make a recommendation to the  director with regard to the\napplication and the request for funding.\n(4) Requests for funding shall be evaluated by the following criteria:\n(a) Meeting the eligibility criteria specified in KRS 39C.050, unless some aspect\nthereof has been waived as provided in KRS 39C.090.\n(b) Meeting all the requirements specified by the division for developing,\npreparing, maintaining, and submitting the annual program paper.\n(c) Local emergency operations plans submitted and a determination of their\nconformity to the Kentucky Emergency Operations Plan, and an assessment of\ntheir capability, state of currency, sign of official adoption, and general\nadequacy to provide for the coordination of disaster and emergency response\noperations.\n(d) Past program performance of the lo cal director in fully carrying out the duties\nof local director as specified in KRS 39B.030, and overall program\nperformance as it relates to completeness, adequacy, and timeliness in\naccomplishing program tasks, objectives, or goals.\n(e) Historical spending records for this and similar programs.\n(f) Local resources committed to the program on a per capita basis.\n(5) If available funds do not meet the total funds requested by all local emergency\nmanagement agencies, then funding allocations may be reduced after  a\nreevaluation of the criteria set forth in subsection (4) of this section.\n(6) The director of the Division of Emergency Management shall then review and\nevaluate each application, together with the recommendations thereon, and not later\nthan Septem ber 15 of each year, designate and approve funds for eligible local\nemergency management agencies and notify the local director.","path":["KRS Chapter 39C"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=21756","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:58Z","sha256":"d0dda537d8ee25ab7a704b2f9ae9702bcb4bc3cbba26ea9c3cfa191c2451f2a7","source_id":"us-ky","stale":false,"prev":"us-ky/krs-39c.050","next":"us-ky/krs-39c.070"},"notice":"GroundRules: Original legal text.
