The committees shall include, as a minimum, representatives\nfrom each of the following groups:\n(a) Elected local officials;\n(b) Law enforcement;\n(c) Emergency management;\n(d) Fire service;\n(e) First aid;\n(f) Health service;\n(g) Local environmental;\n(h) Hospital;\n(i) Transportation;\n(j) Broadcast and print media;\n(k) Community groups; and\n(l) Owners and operators of facilities subject to this chapter;\n(2) Adopt standards and procedures for the operations of local committees;\n(3) Develop reporting requirements and procedures consistent with those of Title III,\nPub. L. No. 99 -499, for individuals, businesses, and governmental agencies that\nmanufacture, use, store, or transport hazardous substances;\n(4) Develop guidance and standards for plans related to hazardous substances;\n(5) Approve, disapprove, and, where necessary, make recommendations to improve\nplans developed by local emergency planning committees;\n(6) Recommend administrative regulations to the director for issuance by the Division\nof Emergency Management to implement provisions of this chapter, consistent with\nTitle III, Pub. L. No. 99-499;\n(7) Receive from any source and authorize the expenditure of funds;\n(8) Develop policies relating to the training of committees and persons subject to\nrespond to releases of hazardous substances;\n(9) Develop policies relating to exercising and testing plans developed by local\nemergency planning committees;\n(10) Specify a warning point to which all required emergency notifications shall be\nmade;\n(11) Develop a procedure by which facilities may report the presence and inventories of\nhazardous substances and by which members of the public may obtain these reports;\n(12) Annually review all commission policies and procedures and update them as\nnecessary; and\n(13) Adopt policies for the conduct of the business and duties of the commission.","path":["KRS Chapter 39E"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=21772","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:58Z","sha256":"3684e860dcd5035da477ad7431e5f359642e18100eadc836fa2af0af4ca5ba9a","source_id":"us-ky","stale":false,"prev":"us-ky/krs-39e.030","next":"us-ky/krs-39e.050"},"notice":"GroundRules: Original legal text.
