{"data":{"id":"us-ky/krs-40.340","jurisdiction":"us-ky","citation":"KRS 40.340","heading":"Kentucky Homeless Veterans Program -- Homeless Veterans Service","body":"Coordinating Committee.\n(1) The Kentucky Homeless Veterans Program is hereby created in the Kentucky\nDepartment of Veterans' Affairs and shall be attached to the office of the\ncommissioner for administrative purposes. The program shall develop a statewide\nnetwork of:\n(a) Services that provide treatment for addictions, including but not limited to\nalcohol, drug use, and gambling;\n(b) Services that lead to permanent housing;\n(c) Services that lead to employment; and\n(d) Concerned citizens and nonprofit agencies that provide shelter.\n(2) The mission of the Kentucky Homeless Veterans Program shall be to work toward\nthe elimination of homelessness and the prevention of the threat of homelessness\nand its causes in the veteran population of the Commonwealth.\n(3) The program shall provide assistance to persons who served in the United States\nArmed Forces or in forces incorporated as part of the United States Armed Forces,\nand who were discharged under conditions other than dishonorable.\n(4) The program shall provide assistance to persons whose need for services is based\nupon homelessness, or other circumstances as prescribed by administrative\nregulations promulgated by the department.\n(5) The primary components of the program shall be:\n(a) Advocacy and public awareness. The program shall be an advocate for\nhomeless veterans, and work to increase public awareness about the issue of\nhomelessness among veterans and its root causes. The program shall advoc ate\nlegislation and policies on the local, state, and national level to address these\nissues;\n(b) Information services. The program shall monitor and research issues relating\nto homeless veterans and disseminate information and opportunities\nthroughout its network;\n(c) Technical assistance. The program, through conferences and training\nworkshops with federal and state agencies, shall provide guidance and\ndirection in applying for grants and benefits for homeless veterans. The\nprogram shall provide peer -to-peer consulting and on -site technical support;\nand\n(d) Facilities. The program, through grants and other sources of funding, shall\nprovide facilities as appropriate in support of the program.\n(6) A Homeless Veterans Service Coordinating Committee shall be e stablished. The\ncommittee's membership shall be comprised of representatives of public and private\nagencies who provide services that may be used by homeless veterans. The\ncommissioner of the Department of Veterans' Affairs shall designate the agencies\nrepresented on the committee. The committee shall discuss and research ways in\nwhich the services that it offers can be made more easily available and better\nfocused to serve homeless veterans.\n(7) The program is authorized to accept and expend moneys as may be appropriated\nfrom time to time by the General Assembly, and any moneys that may be received\nfrom any source including donations and grants.","path":["KRS Chapter 40"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=21853","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:00Z","sha256":"c5943fdad5b7aed4a564394443e91af895e14ca6f439827257ef16d46d831263","source_id":"us-ky","stale":false,"prev":"us-ky/krs-40.335","next":"us-ky/krs-40.345"},"notice":"GroundRules: Original legal text.
