{"data":{"id":"us-ky/krs-40.600","jurisdiction":"us-ky","citation":"KRS 40.600","heading":"Kentucky Women Veterans Program -- Administrative regulations.","body":"(1) The Kentucky Women Veterans Program is hereby created in the Kentucky\nDepartment of Veterans' Affairs and shall be attached to the office of the\ncommissioner for administrative purposes. The commissioner shall designate a\nWomen Veterans Coordinator for the  Commonwealth. The Kentucky Women\nVeterans Program shall:\n(a) Perform outreach to improve women veterans' awareness of eligibility for\nfederal and state veterans' services and benefits;\n(b) Assess the needs of women veterans with respect to benefits and services;\n(c) Review programs, research projects, and other initiatives designed to address\nor meet the needs of Kentucky's women veterans;\n(d) Make recommendations to the commissioner to improve benefits and services;\nand\n(e) Incorporate women veterans' iss ues in strategic planning concerning benefits\nand services.\n(2) The mission of the Kentucky Women Veterans Program shall be to ensure that\nKentucky women veterans have equitable access to federal and state veterans'\nservices and benefits.\n(3) The program s hall provide assistance to women who served in the United States\nArmed Forces or in forces incorporated as part of the United States Armed Forces,\nand who were discharged under conditions other than dishonorable.\n(4) The primary components of the program shall be:\n(a) Advocacy and Public Awareness. The program shall advocate for women\nveterans and shall work to increase public awareness about the gender specific\nneeds of women veterans. The program shall advocate legislation and policies\non the local, state, and national levels to address these issues;\n(b) Collaboration. The program shall collaborate with federal, state, and private\nagencies that provide services to women veterans;\n(c) Research and information dissemination. The program shall monitor and\nresearch issues relating to women veterans and disseminate information and\nopportunities throughout its network;\n(d) Education. The program, through conferences, seminars, and training\nworkshops with federal, state, and private agencies, shall provide guidanc e\nand direction to a woman veteran applying for grants, benefits, or services;\n(e) Honor and Recognition. The program shall promote events and activities that\nrecognize and honor military women; and\n(f) Facilities. The program, through grants and other sources of funding, shall\nprovide facilities as appropriate in support of the program.\n(5) A Women Veterans Coordinating Committee shall be established. The committee's\nmembership shall be composed of repre sentatives of government, public, and\nprivate agencies that provide grants, benefits, or services to women veterans. The\ncommissioner of the Kentucky Department of Veterans' Affairs shall designate the\nagencies represented on the committee. However, the Pr esident of the Kentucky\nSenate shall appoint a Senator to the committee, and the Speaker of the Kentucky\nHouse of Representatives shall appoint a Representative. The committee shall:\n(a) Actively pursue the mission of the Kentucky Women Veterans Program;\n(b) Identify policies, practices, programs, and related activities that are\nunresponsive or insensitive to the needs of women veterans; and\n(c) Recommend changes, revisions, and new initiatives to address identified\ndeficiencies.\n(6) The program is authorized to accept and expend:\n(a) Moneys that may be appropriated by the General Assembly; and\n(b) Other moneys received from any other source, including donations and grants.\n(7) The Department of Veterans' Affairs may promulgate administrative regulations to\ncarry out the provisions of this section.","path":["KRS Chapter 40"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=44963","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:00Z","sha256":"59522adc7927cea63339bf90a5e7bb4d2ce13df6737aa13b79dceb86da659377","source_id":"us-ky","stale":false,"prev":"us-ky/krs-40.560","next":"us-ky/krs-40.650"},"notice":"GroundRules: Original legal text.
