{"data":{"id":"us-ky/krs-42.0651","jurisdiction":"us-ky","citation":"KRS 42.0651","heading":"Duties of Division of State Risk and Insurance Services -- Assistance from","body":"other agencies -- Risk management program.\n(1) The Division of State Risk and Insurance Services shall:\n(a) Oversee and assist the management of the Commonwealth's pro perty and\ncasualty insurance fund established in KRS Chapter 56;\n(b) Develop and manage programs of risk assessment and insurance for the\nprotection of state property not covered by the Commonwealth's property and\ncasualty insurance fund;\n(c) Advise the se cretary of the Finance and Administration Cabinet on the fiscal\nmanagement of programs relating to life insurance, workers' compensation,\nand health care benefits for state employees;\n(d) Serve as the central clearinghouse for coordinating and evaluating e xisting\nand new risk management programs within all state agencies;\n(e) Develop financing techniques for risk protection;\n(f) Provide insurance for all state -owned and state -operated facilities and\nvehicles; and\n(g) Develop and implement other risk managem ent, insurance, and self-insurance\nprograms or other functions and duties as the secretary of the Finance and\nAdministration Cabinet may direct the division to undertake and implement\nwithin the general statutory authority and control of the Finance and\nAdministration Cabinet over state property and fiscal affairs of the executive\nbranch of state government, including, but not limited to, those areas\npertaining to tort and contractual liability, fidelity, and property risks.\n(2) Nothing in this section shall be construed or interpreted as affecting the operation of\nthe employee benefit programs generally administered by the Office of Employee\nRelations and Department of Employee Insurance within the Personnel Cabinet.\nThese agencies shall coordinate the oper ation of life insurance, workers'\ncompensation, health care benefit programs, and other self -insured programs with\nthe Division of State Risk and Insurance Services.\n(3) All cabinets, departments, boards, commissions, and other state agencies shall\nprovide to the Division of State Risk and Insurance Services the technical advice\nand other assistance the Division of State Risk and Insurance Services or the\nsecretary of the Finance and Administration Cabinet shall request in the\nperformance of the functions of the division as described in this section.\n(4) (a) The secretary of the Finance and Administration Cabinet shall have the power\nand authority to promulgate administrative regulations pursuant to KRS\nChapter 13A for purposes of implementing a risk management program for\nthe executive branch of state government.\n(b) Any administrative regulations promulgated by the secretary shall be\nadministered by the Division of State Risk and Insurance Services.","path":["KRS Chapter 42"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56055","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:01Z","sha256":"d2cfb18d9d7fa1b1472b3da01238af8972cd988c635daf60c79157a571d9e267","source_id":"us-ky","stale":false,"prev":"us-ky/krs-42.065","next":"us-ky/krs-42.066"},"notice":"GroundRules: Original legal text.
