{"data":{"id":"us-ky/krs-441.625","jurisdiction":"us-ky","citation":"KRS 441.625","heading":"General powers of authority -- Authorization for revenue bonds and","body":"revenue bond anticipation notes.\nThe authority may:\n(1) Determine the number and location of regional jails and regional juvenile detention\ncenters, in order to prevent duplication of effort and unnecessary costs;\n(2) Construct, reconstruct, improve, or repair any jail and appurtenant facilities in any\nlocal government in this state, as may be determined by the authority and provided\nfor in an agreement or agreements;\n(3) Acquire and convey real estate and any improvements and buildings and facilities\nlocated thereon, for which a project is undertaken, and in the manner and under the\nterms as may be provided by agreement;\n(4) Issue revenue bonds, and revenue bond anticipation notes of the authority payable\nsolely from the revenues, rentals, and other funds pledged for their payment, for the\npurpose of paying any part of the cost of any one (1) or more projects, and to refund\nany of its bonds;\n(5) Combine for financing purpose any two (2) or more projects;\n(6) Lease as lessor any project to any local government as lessee, pursuant to the terms\nand provisions of a lease;\n(7) Employ consulting engineers, attorneys, accountants, construction and financial\nexperts, managers, and other employees and agents necessary in the judgment of the\nauthority, and to fix their compensation;\n(8) Make and enter into the contracts and agreements with other parties necessary and\nincidental to the performance of its duties and execution of its powers under KRS\n441.625 to 441.695;\n(9) Establish and enforce rules, regulations, and specifications in respect to any project\nundertaken by the authority, except during any period when the powers are assigned\nto a lessee pursuant to a lease agreement. The rules, regu lations, and specifications\nshall be consistent with state laws and regulations pertaining to jails;\n(10) Receive, accept, and expend funds or other contributions from any source, both\npublic and private, for or in aid of any project undertaken by the authority;\n(11) Create and establish a \"debt service reserve\" pursuant to proceedings and trust\nindenture of the authority;\n(12) Make matching fund grants not exceeding fifty thousand dollars ($50,000) to local\ngovernments from funds determined by the authority to be available to it for the\npurposes, upon the terms and according to the criteria the authority shall  in its\ndiscretion determine; and\n(13) Do all things and perform all acts desirable, necessary, and proper to carry out and\nimplement the powers expressly granted to the authority by KRS 441.625 to KRS\n441.695, including recommending the promulgation of ad ministrative regulations\nand enactment of legislation.","path":["KRS Chapter 441"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=19366","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:59:55Z","sha256":"e0ab26d71e17fd99e6698f2d53a1638af8ea1a121ec08e8f698b1339e712bea8","source_id":"us-ky","stale":false,"prev":"us-ky/krs-441.620","next":"us-ky/krs-441.630"},"notice":"GroundRules: Original legal text.
