{"data":{"id":"us-ky/krs-45.301","jurisdiction":"us-ky","citation":"KRS 45.301","heading":"General administrative functions of Finance and Administration Cabinet.","body":"(1) The Finance and Administration Cabinet shall have and exercise all administrative\nfunctions of the Commonwealth, except as otherwise provided by law, in relation\nto:\n(a) Developing financial policies and plans for consideration by the Governor as\nthe basis  for his budget recommendations to the General Assembly, and\npreparing the detailed documents in accordance with the financial plans of the\nGovernor for presentation to the General Assembly.\n(b) Coordinating and supervising the fiscal affairs and fiscal pr ocedures of the\nCommonwealth to insure the carrying out of the definite financial policies and\nplans approved by the General Assembly.\n(c) Accounting, including budgetary accounting and accounting control.\n(d) Fiscal reporting.\n(e) Supervision of preauditi ng of expenditures and current auditing of receipts\nand receivables.\n(f) Supervision of purchasing and storekeeping and control of property and\nstores.\n(g) Supervision of all receivables of the Commonwealth.\n(h) Maintaining and operating public buildings, except those provided for the\nexclusive use of any one (1) agency.\n(i) Auditing the accounts of the Treasurer and the Auditor of Public Accounts, as\ncontemplated by Section 53 of the Constitution.\n(j) Coordination and supervision of data processing, comput ers, and government\ninformation systems.\n(2) The Finance and Administration Cabinet shall be primarily responsible for\nmaintaining management control over the activities of the several budget units of\nthe executive branch. To perform this function, the Fin ance and Administration\nCabinet shall:\n(a) Keep in continuous touch with the operations, plans and needs of the budget\nunits, and with the sources and amounts of revenue and other receipts of the\nCommonwealth.\n(b) Appraise the quantity and quality of servi ces rendered by each budget unit of\nthe executive branch and the needs for such services and for any new services.\n(c) Examine and recommend work programs a nd periodic allotments to the\nseveral budget units of the executive branch, and changes therein as provided\nby KRS 48.620.\n(d) Develop plans for improvements and economies in organization and operation\nof the budget units of the executive branch, and insta ll such plans as are\napproved or directed by the Governor or the General Assembly.\n(e) Devise and prescribe the forms of operations reports to be required\nperiodically from each budget unit of the executive branch and require such\nbudget units to make such reports.\n(f) Examine and comment on all statements and reports on the financial\ncondition, estimated future financial condition and operation of state\ngovernment and its budget units.\n(g) Receive and deal with all requests for information as to financial conditions\nand operations of the Commonwealth.\n(h) Prepare such unit costs and cost statistics as are required from time to time.\n(i) Advise and assist the Governor, the Chief Justice, the General Assembly, the\nappropriations committees of the General Asse mbly and the Legislative\nResearch Commission, upon request, in any matters relating to the functions\nof the Finance and Administration Cabinet.\n(j) Keep a summary of the financial transactions of all budget units.","path":["KRS Chapter 45"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=22229","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:05Z","sha256":"f434c032cd46025f79fc23abe8a0fe3991c5ee2c021dd322473ca1eaa6613074","source_id":"us-ky","stale":false,"prev":"us-ky/krs-45.300","next":"us-ky/krs-45.305"},"notice":"GroundRules: Original legal text.
