{"data":{"id":"us-ky/krs-45.345","jurisdiction":"us-ky","citation":"KRS 45.345","heading":"Authorization of electronic payment methods for deposit in State Treasury -","body":"- Provider fees -- Cash rounding.\n(1) (a) In addition to any payment method authorized by law, and notwithstanding\nany statute to the contrary, any state agency may acc ept the following\nmethods of payment to secure funds for deposit into the State Treasury:\n1. Credit card;\n2. Debit card;\n3. Electronic check;\n4. Automated clearinghouse (ACH) debit; or\n5. Any other electronic payment method upon the prior written approval of\nboth the Finance and Administration Cabinet and the Office of the State\nTreasurer.\n(b) Any fees charged to a state agency by the provider of the payment services\nlisted in paragraph (a) of this subsection shall be deemed to represent\ncollection expenses and may be considered normal operating expenses of the\nagency, or the agency may collect convenience fees from users to supplement\nagency costs of delivering services.\n(2) (a) In satisfaction of debts owed to the Commonwealth:\n1. Rounding cash transactions to the nearest five cent ($0.05) increment\nshall occur:\na. When pennies are not available to complete resolution of a\ntransaction; and\nb. On settlement of the final bill of sale, invoice, or fee after all\nindividual items, duties , fees, taxes, and charges are calculated to\nthe exact cent; and\n2. Noncash transactions shall continue to be settled to the cent without\nrounding.\n(b) As used in this subsection, \"the nearest five cent ($0.05) increment\" means:\n1. Amounts ending in one c ent ($0.01) and two cents ($0.02) are rounded\ndown to the nearest ten cents ($0.10);\n2. Amounts ending in three cents ($0.03) and four cents ($0.04) are\nrounded up to the nearest five cents ($0.05);\n3. Amounts ending in six cents ($0.06) and seven cents ($ 0.07) are\nrounded down to the nearest five cents ($0.05);\n4. Amounts ending in eight cents ($0.08) and nine cents ($0.09) are\nrounded up to the nearest ten cents ($0.10); and\n5. Amounts ending in zero cents ($0.00) and five cents ($0.05) remain\nunchanged.\n(c) Notwithstanding any other statute to the contrary, any person selling goods or\nservices shall not be in violation of any requirements, laws, administrative\nregulations, or standards of this state or political subdivision of this state\nbased on any action taken in compliance with this section.","path":["KRS Chapter 45"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57916","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:05Z","sha256":"5578581f0e0af4f7f3d23c1b7e588fe72c03037a411289c1b2a292ab54af1146","source_id":"us-ky","stale":false,"prev":"us-ky/krs-45.340","next":"us-ky/krs-45.350"},"notice":"GroundRules: Original legal text.
