{"data":{"id":"us-ky/krs-45.351","jurisdiction":"us-ky","citation":"KRS 45.351","heading":"Applications by state agencies -- Requirements.","body":"(1) Every state administering agency shall submit any block grant application for the\nfollowing fiscal year to the Legislative Research Commission no less than ninety\n(90) days prior to the date of submission, as required by federal law, of the block\ngrant app lication to the federal administering agency or no less than ninety (90)\ndays before the state administering agency elects to submit the block grant\napplication to the federal administering agency.\n(2) Each state administering agency shall, upon request of  the Commission, make\navailable to the Commission all background data and supporting information related\nto each block grant application under review by the Commission as will enable the\nCommission to perform its functions in an informed and efficient manner.\n(3) Each block grant application submitted by the state administering agency to the\nLegislative Research Commission shall specify the proposed use and distribution of\nthe block grant and other funds to be allocated by the state administering agency to\nprograms and services; and in addition, each application shall specify:\n(a) Programmatic and other requirements applicable to the receipt and\nexpenditures of block grant and other funds, including state matching funds,\nspecified in the application, and the  restrictions imposed on the use of these\nfunds;\n(b) Whether the block grant and other funds included in the application have been\nincluded specifically in an appropriation provision or any branch budget bill\nenacted by the General Assembly in anticipation of such application;\n(c) Whether the funding is one-time, recurring or continuing;\n(d) What costs will accrue to the state if federal funds diminish or are cut, and\nwhether a budget reduction plan has been prepared for such contingency;\n(e) Whether the pr ograms and services to be provided under the block grant are\nmandated by the laws of the Commonwealth;\n(f) Whether the programs and services to be provided under the block grant are\nthose which the Commonwealth currently administers and funds;\n(g) The agen cies expected to provide the services including whether such\nagencies are public or private or state or local;\n(h) The manner in which the allocation of funds will be targeted to need;\n(i) Geographic areas to be served by the programs and services;\n(j) Standards of eligibility for services;\n(k) The criteria and method that will be used by the state administering agency to\ndistribute the block grant funds;\n(l) Whether and how block gr ant funds would be transferred from one (1) block\ngrant to another and the amount of the transfer;\n(m) The proportion of the block grant funds to be used for administrative costs;\nand\n(n) Estimated receipt of federal funds applied for by block grant.","path":["KRS Chapter 45"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=22241","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:05Z","sha256":"fb5e5a5b33a77eca86e99aed5eda77bec6164f6d27115eb7197b06d88510d9bf","source_id":"us-ky","stale":false,"prev":"us-ky/krs-45.350","next":"us-ky/krs-45.3511"},"notice":"GroundRules: Original legal text.
