The account shall consist of moneys\nappropriated to the fund by the General Assembly.\n(2) The Finance and Administration Cabinet may transfer money from the emergency\nrepair, maintenance, and replacement account to the allotment account of an\nemergency repair, replacement, or maintenance project, for expenditure thereon,\neven though the specific project is not included in any branch budget bill enacted\nfor that biennium.
