IV\n(secs. 291 et seq.) or any other federal law for the purchase, construction, improvement,\nor repairing of property to be used for public purposes, whether owned by the\nCommonwealth or any agency thereof, or by any political subdivision or munici pality, or\nby nonprofit corporations or associations.
