The cabinet may approve, modify, or disapprove the proposed acquisition of real\nestate, and the finding of the cabinet shall be final, except in cases where the issuance and\nsale of bonds is proposed, in which cases the cabinet shall submit its findings to the\ncommission for approval, modification or disapproval. If a proposed acquisition of real\nproperty is approved as provided in this section, either in whol e or in part, the cabinet\nshall make the acquisition.
