{"data":{"id":"us-ky/krs-56.610","jurisdiction":"us-ky","citation":"KRS 56.610","heading":"Legislative findings.","body":"(1) The General Assembly of the Commonwealth of Kentucky finds and declares the\nfollowing:\n(a) Displacement as a direct result of programs or projects undertaken with\nfederal financial assistance is caused by a number of activities, including\nrehabilitation, demolition, code enforcement, and acquisition;\n(b) Relocation assistance policies shall provide for fair, uniform, and equitable\ntreatment of all affected persons;\n(c) The displacement of businesses often results in their closure; and\n(d) Minimizing the adverse impact of displacement is essential to maintaining the\neconomic and social well-being of communities.\n(2) KRS 56.620, 56.690 and 56.740 establish a uniform policy for the fair and equitable\ntreatment of persons displaced as a direct result of programs  or projects undertaken\nwith federal financial assistance. The primary purpose of the above -mentioned\nsections shall be to ensure that such persons shall not suffer disproportionate\ninjuries as a result of programs and projects designed for the benefit of the public as\na whole and to minimize the hardship of displacement on such persons. The\nprovisions of the above -mentioned sections may be applied to programs and\nprojects undertaken without federal financial assistance.\n(3) The following is the intent of the Kentucky General Assembly:\n(a) KRS 56.620, 56.690 and 56.740 shall be carried out in a manner which\nminimizes waste, fraud and mismanagement and reduces unnecessary\nadministrative costs borne in providing relocation assistance;\n(b) Uniform procedures for the administration of relocation assistance shall, to the\nmaximum extent feasible, assure that the unique circumstances of any\ndisplaced person are taken into account and that persons in essentially similar\ncircumstances are accorded equal treatment unde r the above -mentioned\nsections; and\n(c) The improvement of housing conditions of economically disadvantaged\npersons under the above -mentioned sections shall be undertaken, to the\nmaximum extent feasible, in coordination with existing federal, state and local\ngovernment programs for accomplishing such goals.","path":["KRS Chapter 56"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=22668","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:11Z","sha256":"0b2c9f2d0baef5ea2236c802497c907e520abd782c0c0850e5608a64b18161ea","source_id":"us-ky","stale":false,"prev":"us-ky/krs-56.603","next":"us-ky/krs-56.620"},"notice":"GroundRules: Original legal text.
