{"data":{"id":"us-ky/krs-61.984","jurisdiction":"us-ky","citation":"KRS 61.984","heading":"Procurement of information technology -- Technology access contract clause","body":"-- Alternative and nonvisual access standards.\nThe Finance and Administration Cabinet shall develop a technology access clause which\nshall be in compliance with Section 255 of t he Federal Telecommunication Act of 1996\nand with Section 508 of the Federal Workforce Investment Act of 1998 and shall\nestablish alternative, including nonvisual, access standards for use in the procurement of\ninformation technology by covered entities in  accordance with the following\nrequirements:\n(1) The technology access clause shall require compliance with the standards\nestablished under this section. Except as otherwise provided in KRS 61.986, the\ntechnology access clause shall be included in all contracts entered into after July 14,\n2000, for the procurement of information technology by, or for the use of, covered\nentities.\n(2) The alternative and nonvisual access standards shall include the specifications\nnecessary to meet the requirements of KRS 61. 982. The standards shall include the\nfollowing minimum specifications:\n(a) Effective, interactive control and use of technology, including the operating\nsystem, applications programs, and format of the data presented shall be\nreadily achievable by alternative and nonvisual means;\n(b) The technology equipped for alternative and nonvisual access shall be\ncompatible with information technology used by other individuals with whom\nthe person with a disability, including the blind or visually impaired\nindividual, must interact;\n(c) Alternative and nonvisual access technology shall be integrated into networks\nused to share communications among employees, program participants, and\nthe public; and\n(d) The technology for alternative or nonvisual access shall have the capability of\nproviding equivalent access by nonvisual or other alternative means to\ntelecommunications or other interconnected network services used by persons\nwho are not disabled.","path":["KRS Chapter 61"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=23113","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:17Z","sha256":"7b3587b50da8beefb643a9c34645539617bb895a794081f080e708b43adedb15","source_id":"us-ky","stale":false,"prev":"us-ky/krs-61.982","next":"us-ky/krs-61.986"},"notice":"GroundRules: Original legal text.
