{"data":{"id":"us-ky/krs-64.5278","jurisdiction":"us-ky","citation":"KRS 64.5278","heading":"Ordinance establishing incentive program for city officers to obtain","body":"educational training -- Training incentive payments -- Continuing education\nhours required -- Proof of attendance and evaluation of courses.\n(1) Any city may elect, by adopt ing an ordinance meeting the requirements of this\nsection, to establish an incentive program for city officers to obtain educational\ntraining related to their duties and responsibilities as city officers and the functions\nof city governments.\n(2) The ordinance shall apply to all elected city officers within the city, and the city\nmay allow any nonelected city officer holding an office existing or created under\nKRS 83A.080 to participate in the incentive program.\n(3) The ordinance shall establish a base ince ntive amount that shall be awarded to the\ncity officer for the completion of a training unit during service as a city officer\nwithin the city. The city may establish a different base incentive amount for each\ntype of city officer covered under the ordinanc e. The base incentive amount\nestablished in the ordinance shall not be adjusted by any index reporting changes to\nconsumer prices or any other method to account for inflation.\n(4) The ordinance shall require city officers to complete a number of continuing\neducation hours equal to at least one (1) training unit during each calendar year in\norder to receive a training incentive payment.\n(5) The ordinance shall state that the city shall award the training incentive payment to\nthe city officer for the completi on of a training unit during the calendar year. The\ntraining incentive payment awarded shall be the base incentive amount multiplied\nby the training incentive multiplier earned by the city officer. The city officer shall\naccumulate no more than one (1) tra ining incentive multiplier per calendar year of\ncontinuous service, for a maximum of four (4) training incentive multipliers.\n(6) The ordinance shall provide that a city officer who fails to earn at least one (1)\ntraining unit in any calendar year shall re ceive no training incentive payment for\nthat calendar year and shall have his or her training incentive multiplier reset to one\n(1) for the following year.\n(7) The ordinance may permit the city officer to carry forward no more than fifteen\n(15) hours of ex cess credit hours earned in one (1) calendar year to apply to the\nminimum fifteen (15) hours training unit required in the next calendar year.\n(8) The ordinance shall require the city officer to present proof of his or her completion\nof the annual training  unit and shall establish the time that the city officers shall\nreceive their training incentive payments.\n(9) Each city shall, in the ordinance establishing the city officers training program,\nestablish a policy regarding the reimbursement to the city off icer, or payment to the\nprovider for the city officer's attendance of an event hosting a course where the\nofficer seeks to earn credit.\n(10) The ordinance shall specify criteria for the presentation of proof of attendance by\ncity officers and the criteria for the evaluation of a course's relevance to the duties\nand functions of city officers and the functions of city governments. In addition to\nother courses that may be deemed relevant by the city, courses that provide\ninstruction on statutory powers and du ties of cities and city officers,\nintergovernmental relationships, municipal finance and budgeting, municipal\ntaxation, ethics, open records, open meetings, economic development, or municipal\npolice powers shall satisfy the criteria established in the ordinance.","path":["KRS Chapter 64"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=57558","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:19Z","sha256":"8a3c41e2f792190c8dfe671552eb1727fec04bc1c3df7a012321188ed112747f","source_id":"us-ky","stale":false,"prev":"us-ky/krs-64.5277","next":"us-ky/krs-64.5279"},"notice":"GroundRules: Original legal text.
